This guide contains detailed information about cyclical changes we are making to Federal Student Aid’s 2008-2009 Web application products for students including FAFSA4caster (fafsa4caster.ed.gov), the Federal Student Aid PIN Web site (pin.ed.gov), and FAFSA on the Web (fafsa.ed.gov).  We also provide information about the Demonstration Site and a sample of the Eligibility Estimate Notification.

Federal Student Aid is pleased to announce the posting of the 2008-2009 SAR Comment Codes and Text. The 2008-2009 SAR Comment Codes and Text document serves as a standalone guide, as well as a companion to the 2008-2009 Electronic Data Exchange (EDE) Technical Reference. Refer to this document for information on the 2008-2009 Student Aid Report (SAR) comment codes and text and the 2008-2009 SAR Acknowledgement comment text.

Federal Student Aid is pleased to announce the posting of the 2008-2009 ISIR Guide. The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR). The term ISIR refers to all processed student information reported on the Free Application for Federal Student Aid (FAFSA), as well as key processing results and National Student Loan Data System (NSLDS) financial aid history information, and is sent electronically to institutions by the Central Processing System (CPS).

This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and a Web Demonstration (demo) site, located at http://fafsademo.test.ed.gov . The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites.

The U.S. Department of Education is pleased to announce the availability of EDconnect, version 7.2 and corresponding documentation. This information will be available on the Federal Student Aid Download (FSAdownload) Web site, located at http://fsadownload.ed.gov.  We are in the process of relocating the data center that supports numerous Federal Student Aid systems and Web sites. This change will require a new IP address for SAIG Mailbox transmissions.  Due to a change in the IP address that EDconnect uses to send and receive files, users of previous versions of EDconnect must install or upgrade to EDconnect 7.2 by March 1, 2008.

Federal Student Aid is pleased to announce the availability of the complete version of the 2008-2009 Electronic Data Exchange (EDE) Technical Reference. The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data.

The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, signature records, and the Academic Competitiveness Grant (ACG).

This posting includes the Table of Contents, Overview, EDE Processing, Record Layouts, Processing Codes, and Printing sections, as well as a revised version of the Record Layouts section (originally posted in draft form in August 2007). You can download each section individually or as one PDF file.

The October 2007 version of the guide contains updated text regarding TG numbers. TG numbers can now contain alpha-numeric characters in the third position (after “TG”), such as TGA0001. Users with existing, all-numeric TG numbers, such as TG50001, are not affected by this change.

EDExpress for Windows 2007-2008, Release 3.1 incorporates two major changes. First, we modified the Application Processing module to allow alpha-numeric characters in the third position of SAIG-assigned TG numbers, such as TGA0001. Secondly, we adjusted print functionality in the Direct Loan module to revised Direct PLUS Loan MPN (with an expiration date of 08/31/2010) for parent borrowers and graduate and professional student borrowers.

We also reposted the EDExpress 2007-2008 Installation Guide, EDExpress 2007-2008 Release 2.0 Desk Reference – HERA Addendum, and the DL Tools Release 7.0 Installation Guide to address either the TG number or PLUS MPN changes.

The latest copy of the Message Table Distribution file (messagtb) is now available on FSADownload. This file will automatically import into the EDconnect transmission software the next time you connect to the SAIG network.  The new message class table will add message classes for the 08-09 cycle to the CPS system, a new DLSS message class, and a new CDDT message class.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 7.0, a supplemental software product for Direct Loan participants. Release 7.0 contains SAS Compare and formatting, Cash Management, and Rebuild functionality for the 2005-2006, 2006-2007, and 2007-2008 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 7.0 Cover Letter and the DL Tools Release 7.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

Federal Student Aid is pleased to announce the availability of the May 2007 version of the 2007-2008 ISIR Guide. This version includes a modified sample Institutional Student Information Record (ISIR) in Appendix G that reflects the recent updates to the maximum 2007-2008 Federal Pell Grant award amount.

The May 2007 update also incorporates revisions to Appendix B (2007-2008 Database Matches and Match Flags), including changing “G845” and “G845S” references to “G-845” and correcting mislabeled table headings.

The ISIR Guide assists financial aid administrators with interpreting the information contained in electronic Institutional Student Information Records (ISIRs) returned to schools by the Central Processing System (CPS). The term “ISIR” refers to all processed student information records that the CPS sends to institutions electronically.

The 2007-2008 ISIR Guide and Tracking Log are available in PDF format.

Federal Student Aid is pleased to announce the availability of the May 2007 update to the 2007-2008 EDExpress Packaging Technical Reference. This update coincides with the posting of EDExpress for Windows 2007-2008, Release 3.0. Release 3.0 implements the updated 2007-2008 Federal Pell Grant Payment and Disbursement Schedules in Packaging and Pell functionality.

In the May 2007 update to the 2007-2008 Packaging Technical Reference, we updated the Low Tuition flag’s value ranges in the Packaging Import External Add Record Layout (Field #49) and the Packaging Import Change Field Numbers record description (Field #0304) to match the revised 2007-2008 Alternate Federal Pell Grant Schedules for Students with Low Assessed Tuition.

The EDE Technical Reference provides record layouts for schools or other organizations that need to design software systems to interface with the U.S. Department of Education's application processing system to process student financial aid applications. The EDE Technical Reference also includes required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, ISIRs, electronic corrections, and signature records.

Federal Student Aid is pleased to announce the posting of EDExpress for Windows 2007-2008, Release 3.0. Release 3.0 incorporates changes to the 2007-2008 Federal Pell Grant (Pell Grant) payment and disbursement schedules into EDExpress Global, Packaging, and Pell functionality.

The Revised Continuing Appropriations Resolution, 2007, (P.L. 110-5), establishes the maximum Federal Pell Grant award for the 2007-2008 Award Year at $4,310 and, with the minimum award continuing to be $400, sets the maximum Expected Family Contribution (EFC) that a student can have to be eligible to receive a Pell Grant at 4110.

In Release 3.0, we modified the Packaging module’s Package and Repackage processes, the Pell module’s Calculate Award Amount for the Entire School Year process, Global Browse, and various query and file format fields to follow the changes to the 2007-2008 Pell Grant Payment and Disbursement Schedules. Valid values for the Low Tuition flag on the Awards tab and the Low Tuition & Fees Code on the Origination (Pell) tab are also updated.

You must upgrade to Release 3.0 before you can begin submitting 2007-2008 Pell Grant award information to the Common Origination and Disbursement (COD) System using EDExpress 2007-2008. The COD System began accepting 2007-2008 Pell Grant awards based on the updated 2007-2008 Pell Grant payment and disbursement schedules on May 12, 2007.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2007-2008, Release 2.0. Release 2.0 is the second software release for the 2007-2008 award cycle and adds Direct Loan and Pell functionality as well as Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database). The Pell module also includes 2007-2008 origination and disbursement functionality for the Academic Competitiveness Grant (ACG) and the National Science and Mathematics Access to Retain Talent Grant (National SMART Grant).

At this time we are also releasing the EDExpress for Windows 2007-2008, Release 2.0 Cover Letter, Desk Reference and Desk Reference HERA Addendum. The Release 2.0 Cover Letter includes a list of enhancements to Pell, Direct Loan, and COD functionality and other important information. The desk reference includes step-by-step guidance on Pell, Direct Loan, and overall COD functionality in the software. The Desk Reference HERA Addendum includes guidance on EDExpress functionality and enhancements related to the HERA.

Federal Student Aid is pleased to announce the availability of EDExpress for Windows 2006-2007, Release 5.0. Release 5.0 is the final EDExpress 2006-2007 enhancement release implementing provisions of the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171.

EDExpress 2006-2007, Release 5.0, enables the export of ACG and National SMART Grant data requests to the Common Origination and Disbursement (COD) System and the import of ACG and National SMART Grant-specific versions of files such as the Year-to-Date (YTD) and Multiple Reporting Record (MRR). Release 5.0 also updates Direct Loan functionality to enable the creation of subsidized and unsubsidized loan origination records that follow the increased annual loan limits established by the HERA on loans first disbursed on or after July 1, 2007.

Release 5.0 also resolves a software issue affecting a limited number of schools that prevents the import of External Disbursement Add/Change (PGED07OP) files for ACG and National SMART Grant records.

In addition to the Release 5.0 software, the EDExpress for Windows 2006-2007, Release 5.0 Cover Letter is available. The cover letter includes an overview of Release 5.0 enhancements related to the HERA and a description of the ACG/National SMART Grant external import issue resolved in Release 5.0.

The HERA addenda to the EDExpress for Windows 2006-2007, Release 1.0 Desk Reference and the EDExpress for Windows 2006-2007, Release 2.0 Desk Reference, also available, contain additional information and guidance regarding EDExpress 2006-2007 enhancements related to the HERA.

This file will automatically import into the EDconnect software with your next connection to the SAIG network.  The updated message class table will add the 2007-2008 message classes for the Common Origination and Disbursement (COD) System, as well as three new message classes for the Debt Collection Service (DCS) National Directory of New Hires (NDNH) process, and the 2007-2008 Direct Loan Servicing Delinquency Borrower reports, Entrance and Exit Counseling message classes.

Federal Student Aid is pleased to announce the availability of the February 2007 version of the 2007-2008 ISIR Guide.  This version includes changes to clarify data or update inaccuracies.

The ISIR Guide assists financial aid administrators with interpreting the information contained in electronic Institutional Student Information Records (ISIRs) returned to schools by the Central Processing System (CPS).  The term “ISIR” refers to all processed student information records that the CPS sends to institutions electronically.
The 2007-2008 ISIR Guide and Tracking Log is available in PDF format.

This file contains any quarterly updates and may be imported into your system for processing the Load Process Error file. The Department is pleased to announce the release of EDExpress for Windows 2007-2008, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education (the Department) that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2007-2008, Release 1.0 is the initial software release for the 2007-2008 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database).

At this time we are also releasing the EDExpress 2007-2008 Installation Guide, which includes download and installation instructions, the EDExpress 2007-2008, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, the EDExpress 2007-2008, Release 1.0 Desk Reference, and the EDExpress 2007-2008, Release 1.0 Desk Reference HERA Addendum. The desk reference provides step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software. The HERA Addendum to the desk reference provides additional detail on EDExpress 2007-2008, Release 1.0 enhancements related to provisions of the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171.
