Federal Student Aid is pleased to announce the release of EDExpress for Windows 2014-2015, Release 2.0. Release 2.0 is the second software release for the 2014-2015 award cycle. Release 2.0 adds full Federal Pell Grant functionality and limited William D. Ford Federal Direct Loan and Teacher Education Assistance for College and Higher Education Grant (TEACH Grant) functionality, as well as Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database) already available in Release 1.0.

Along with the Release 2.0 software, we have also posted the EDExpress 2014-2015, Release 2.0 Cover Letter, the EDExpress 2014-2015, Release 2.0 Desk Reference. The Release 2.0 Cover Letter describes enhancements to Pell Grant, TEACH Grant, Direct Loan, and EDExpress Common Origination and Disbursement (COD) functionality and other important information. The desk reference provides step-by-step guidance on Pell Grant, Direct Loan, and EDExpress COD functionality added in Release 2.0. We also posted an updated version of the EDExpress 2014-2015, Release 1.0 Desk Reference that provides updated guidance on FISAP report enhancements in the Packaging module that we added in Release 2.0.

We are pleased to announce the posting of an update to the 2014-2015 SAR Comment Codes and Text reference guide. The reference guide is designed as a stand-alone guide as well as a companion to the 2014-2015 EDE Technical Reference. The guide includes a description of changes to the SAR comments for 2014-2015, and also provides the complete text for all 2014-2015 comments.

The March 2014 update increments the award years referenced in the Action Needed column for comment codes 359 and 360 to 2011-2012, 2012-2013, and 2013-2014.

The Department is pleased to announce the release of EDExpress for Windows 2014-2015, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2014-2015, Release 1.0 is the initial software release for the 2014-2015 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database). Release 1.0 also includes setup, entry, import, and print functionality for the Financial Aid Shopping Sheet.

At this time we are also releasing the EDExpress 2014-2015 Installation Guide, which includes download and installation instructions, the EDExpress 2014-2015, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, and the EDExpress 2014-2015, Release 1.0 Desk Reference, which provides step-by-step guidance on Global System and Security setup, Application Processing, Packaging, and Financial Aid Shopping Sheet functionality in the software.

This guide is designed to meet the reference needs of financial aid administrators (FAAs), programmers, and data processing staff. The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR). The term ISIR refers to all processed student information reported on the Free Application for Federal Student Aid (FAFSA), as well as key processing results and National Student Loan Data System (NSLDS) financial aid history information. The ISIR is sent electronically to institutions by the Central Processing System (CPS).

Federal Student Aid is pleased to announce the availability of the complete version of the 2014-2015 Electronic Data Exchange (EDE) Technical Reference.

The Electronic Data Exchange (EDE) Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA) data. The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

This posting adds 2014-2015 versions of the Cover, Table of Contents, Overview, EDE Processing, Processing Codes, and Printing sections. Updated versions of the Record Layouts section and the ISIR Cross Reference table (now part of the Processing Codes section), which have been modified from the drafts posted in July 2013, are also included in this posting.

We are pleased to announce the posting of the 2014-2015 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and the CPS Web Applications Demonstration System, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites. Both testing environments will be available in late December 2013.

We are pleased to announce the posting of the 2014-2015 EDExpress for Windows Packaging Technical Reference.

The EDExpress Packaging Technical Reference provides instructions and record layouts for schools and other organizations that need to integrate their software or systems with the EDExpress 2014-2015 Packaging module (available January 2014). Record layouts are included for all imports from external systems, such as Packaging Import External Add, Packaging Import External Change, and Packaging Import Add Funds. Packaging module setup guidance and setup worksheets are also provided.

Federal Student Aid is pleased to announce the availability of the draft 2014-2015 Electronic Data Exchange (EDE) Technical Reference Record Layouts (including the ISIR Record Layout) and the ISIR Cross-Reference.

The Electronic Data Exchange (EDE) Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA) data.  The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

The draft cross-reference will ultimately become part of the Processing Codes section of the 2014-2015 EDE Technical Reference scheduled for posting in October 2013.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 13.0, a supplemental software product for Direct Loan participants. Release 13.0 contains functionality for the 2011-2012, 2012-2013, and 2013-2014 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 13.0 Cover Letter and the DL Tools Release 13.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2013-2014, Release 3.0. EDExpress for Windows 2013-2014, Release 3.0 implements new functionality enabling you to set up and generate the Financial Aid Shopping Sheet for your students. The Financial Aid Shopping Sheet is a one-page document that provides students with an easy-to-read projection of basic attendance costs (such as tuition, room and board, etc.) and a forecast of grant and loan eligibility. It also lists basic financial information about your school, such as its graduation rate, loan default rate, and median borrowing.

Release 3.0 also updates the Direct Loan module to redefine the description associated with the MPN Print Indicator/MPN Print Option field value of R, and updates the Rebuild import function in the TEACH Grant module to use the Enroll OPE ID value provided by the Common Origination and Disbursement (COD) System when recreating disbursement records.

In addition to the Release 3.0 software, we have also posted the EDExpress 2013-2014, Release 3.0 Cover Letter, which provides an overview of enhancements in Release 3.0, and an updated version the EDExpress 2013-2014, Release 1.0 Desk Reference, which provides detailed guidance on the Financial Aid Shopping Sheet and the record layout for external imports of Financial Aid Shopping Sheet data.

The U.S. Department of Education is pleased to announce that the CPS Test System files for 2013-2014 have been updated to reflect the changes made to the maximum EFC and Reject 20 parameters.  The maximum Pell Grant Eligible EFC for 2013-2014 has been revised from 4995 to 5081 and the Reject 20 edits have been updated based on the release of IRS Publication 17 for the minimum incomes required for filing taxes in 2012. Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to, and receives data from, the CPS.

We are pleased to announce the posting of the updated NSLDS Gainful Employment Spreadsheet Submittal Format. The NSLDS Gainful Employment Spreadsheet Format is available to assist institutions that wish to voluntarily submit corrections and updates to information previously reported to the National Student Loan Data System (NSLDS) for their programs that prepare students for gainful employment (GE Programs). Additionally, the size limit has been expanded to allow up to 2500 records/rows of data.
Note: NSLDS will continue to accept the original version of the NSLDS Gainful Employment Submittal Template as well as the updated format.  However, the record limit of the original template is still 50 records/rows.

The Teacher Loan Forgiveness Submittal Template spreadsheet has been updated to include a new column for the Eligible Institution Type field.  This modification was made to support a new question that will be added to the TLF Application: the students/borrowers select the type of institution at which they taught during the time that qualifies for forgiveness.  The values for the institution type are IE = Elementary School, IS = Secondary School, and IA = Educational Service Agency.  This is an optional field and may remain blank in the template when adding a TLF to NSLDS.

The Department is pleased to announce the release of EDExpress for Windows 2013-2014, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2013-2014, Release 1.0 is the initial software release for the 2013-2014 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database).

At this time we are also releasing the EDExpress 2013-2014 Installation Guide, which includes download and installation instructions, the EDExpress 2013-2014, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, and the EDExpress 2013-2014, Release 1.0 Desk Reference, which provides step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software.

This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and the CPS Web Applications Demonstration System, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 12.0, a supplemental software product for Direct Loan participants. Release 12.0 contains functionality for the 2010-2011, 2011-2012, and 2012-2013 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 12.0 Cover Letter and the DL Tools Release 12.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

We have posted an updated program file for EDExpress for Windows 2012-2013, Release 2.0, called DImportExportDLL13.dll. This file, when copied to your system, will enable you to import Direct Loan External Import Loan Origination Add files (message class DIEA13OP) that include loan records with an Interest Rebate Percentage value of 00000 (0%). The Budget Control Act of 2011 stipulated that all Direct Loans (including subsidized, unsubsidized, PLUS, and Grad PLUS loan types) must be calculated with a 0% interest rebate percentage if the earliest disbursement occurs on or after July 1, 2012.

The DImportExportDLL13.dll file should be downloaded and copied into the EDExpress for Windows 2012-2013 program directory of all PC workstations in your office that have Release 2.0 installed. If EDExpress is installed on a local area network, you must copy this .dll file into the program directory for each workstation on which EDExpress is installed.

The latest copy of the Message Table Distribution file (messagtb) is now available on FSADownload. This file will automatically import into your EDconnect software with your next connection to your SAIG mailbox. The new message class table contains new cyclic message classes for COD and CPS and new non-cyclic message classes for NSLDS.  In addition, any decommissioned application systems have been removed from the message class table and the associated message classes have been reassigned to the appropriate application system as necessary.

Federal Student Aid is pleased to announce the updated posting of the 2012-2013 Electronic Data Exchange (EDE) Technical Reference.

The EDE Technical Reference provides programmer specifications, record layouts, and other detailed information for schools or other organizations that needed to design or build software systems to interface with Federal Student Aid’s application processing system, such as required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, signature records, and the Academic Competitiveness Grant (ACG).

The January 2012 update contains revisions to the Auto-Zero EFC Threshold due to legislative changes and corrects an NSLDS DL Master Prom Note Flag field value in the ISIR Record Description/Data Dictionary in the Record Layouts section.  For more information, consult the tracking log of changes posted with the reference as an appendix.

Recently passed legislative changes impact the 2012-2013 Simplified Needs Test calculation in regard to the Auto Zero EFC edits.  Federal Student Aid is pleased to announce the availability of revised paper and electronic application and ISIR test system files.  The revisions accommodate the income threshold for the automatic Zero EFC flag change from $32,000 to $23,000 supporting the CPS Test System.  Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to and receives data from the CPS.

The Department is pleased to announce the release of EDExpress for Windows 2012-2013, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2012-2013, Release 1.0 is the initial software release for the 2012-2013 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database).

At this time we are also releasing the EDExpress 2012-2013 Installation Guide, which includes download and installation instructions, the EDExpress 2012-2013, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, and the EDExpress 2012-2013, Release 1.0 Desk Reference, which provides step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2011-2012, Release 4.0. Release 4.0 includes updates to Global and App Express functionality to coincide with the CPS modification implemented on October 23, 2011 that now assigns pseudo-Social Security Numbers (SSNs) starting with “666” to Pacific Islander students. The software change should be transparent to you when using the EDExpress interface with the FAA Access to CPS Online Web site to file applications or corrections for Pacific Islander students. Additionally, Release 4.0 incorporates updates to the Direct Loan module, including a new import edit report value for the MPN Status value of R sent by the Common Origination and Disbursement (COD) System and minor updates to labels printed on the Spanish version of the MPN.

At this time we are also releasing the EDExpress 2011-2012, Release 4.0 Cover Letter, which describes the enhancements included in this release and provides other important information.

We are pleased to announce the posting of the 2012-2013 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and a Web Demonstration (demo) site, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites.

The August 2011 update includes a revision to delete reject reason P (Invalid SSN Range) as a result of the new Social Security Administration (SSA) guidelines for assigning Social Security Numbers (SSNs). Refer to the electronic announcements posted on June 23, 2011 and July 8, 2011 to the IFAP Web site for more information about this change.

Note: This change to reject reason P will be effective after we implement changes to Federal Student Aid systems in late October 2011 to accommodate the new SSN assignment guidelines. Please monitor the IFAP Web site for a forthcoming communication about the October 2011 system change.

Once implemented, upcoming online reporting enhancements to the NSLDS Professional Access Web site will allow school users to report gainful employment data to NSLDS.  A school that chooses to use this method for reporting gainful employment records to NSLDS is able to upload a Microsoft Office Excel spreadsheet to NSLDS containing student records with corresponding gainful employment data elements. School users may upload and submit data, up to 50 records at a time, using the NSLDS Gainful Employment Submittal Template spreadsheet. Federal Student Aid is pleased to announce the availability of the draft 2012-2013 Electronic Data Exchange (EDE) Technical Reference Record Layouts (including the ISIR Record Layout) and the ISIR Cross-Reference.

The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data. 

The draft record layouts will ultimately become the Record Layouts section of the 2012-2013 EDE Technical Reference, scheduled for posting in October 2011.  The draft cross-reference will be included in the Processing Codes section of the October release.

The following record layouts are included in this posting:

- EDE Record Level Error Report Import Record Layout
- ISIR Record Description/Data Dictionary
- FAFSA Application Export Record Layout
- Correction Export Record Layout
- Signature Record Export Record Layout

The Cross Reference table compares the fields in the 2011-2012 ISIR Record Layout with the fields in the 2012-2013 ISIR Record Layout, and is organized by the 2011-2012 fields.
