The Department is pleased to announce the release of EDExpress for Windows 2016-2017, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2016-2017, Release 1.0 is the initial software release for the 2016-2017 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database). Release 1.0 also includes setup, entry, import, and print functionality for the Financial Aid Shopping Sheet.

At this time we are also releasing the EDExpress 2016-2017 Installation Guide, which includes download and installation instructions, the EDExpress 2016-2017, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, and the EDExpress 2016-2017, Release 1.0 Desk Reference, which provides step-by-step guidance on Global System and Security setup, Application Processing, Packaging, and Financial Aid Shopping Sheet functionality in the software.

The U.S. Department of Education is pleased to announce that the 2016-2017 CPS Test System files have been updated to reflect the changes made to blank out the assumptions and override codes. Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to, and receives data from, the CPS.

Federal Student Aid is pleased to announce the posting of the Summary of Changes for the Application Processing System.  This guide is designed to meet the reference needs of financial aid administrators (FAAs), programmers, and data processing staff.  In this guide, we describe updates and enhancements to the 2016-2017 application processing system and to the student and school Web products.  We recommend you review the information provided in this guide as some enhancements may require you to modify your office procedures and system operations.

Federal Student Aid is pleased to announce the posting of the 2016-2017 ISIR Guide.  The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR).  The term ISIR refers to all processed student information reported on the Free Application for Federal Student Aid (FAFSA®), as well as key processing results and National Student Loan Data System (NSLDS) financial aid history information.  The ISIR is sent electronically to institutions by the Central Processing System (CPS).

Federal Student Aid is pleased to announce the availability of the complete version of the 2016-2017 Electronic Data Exchange (EDE) Technical Reference.

The Electronic Data Exchange (EDE) Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA®) data. The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

This posting adds 2016-2017 versions of the Cover, Table of Contents, Overview, EDE Processing, and Printing sections. Updated versions of the Record Layouts and the Processing Codes sections, which have been modified from the drafts posted in September 2015, are also included in this posting.

The latest version of the NSLDS Exit Counseling Submittal Template is now available on the FSAdownload Web site. The updated template allows users to add up to 2,500 rows of data, with a maximum file size of 1,000 KB. The Cover Letter and Download Guide have also been updated to describe the enhancements.

Federal Student Aid is pleased to announce an update to the NSLDS Enrollment Spreadsheet Submittal Instruction Guide. The NSLDS Enrollment Spreadsheet Submittal Format is one of the online reporting methods schools can use to supply enrollment data to NSLDS. The guide, which provides step-by-step instructions for this online reporting option, includes updates to field descriptions and examples based on enhancements made in the last year. The NSLDS Enrollment Spreadsheet Submittal Format itself has not changed.

We are pleased to announce the posting of the 2016-2017 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and the CPS Web Applications Demonstration System, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites. Both testing environments will be available in late December 2015.

We are pleased to announce the posting of the 2016-2017 EDExpress for Windows Packaging Technical Reference.

The EDExpress Packaging Technical Reference provides instructions and record layouts for schools and other organizations that need to integrate their software or systems with the EDExpress 2016-2017 Packaging module (available January 2016). Record layouts are included for all imports from external systems, such as Packaging Import External Add, Packaging Import External Change, and Packaging Import Add Funds. Packaging module setup guidance and setup worksheets are also provided.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2015-2016, Release 3.0. Release 3.0 is the third software release for the 2015-2016 award cycle. Release 3.0 implements enhancements to Financial Aid Shopping Sheet functionality and resolves several software issues in the William D. Ford Federal Direct Loan (Direct Loan) module from the prior release.

Along with the Release 3.0 software, we also posted the EDExpress 2015-2016, Release 3.0 Cover Letter, which describes the enhancements and other updates in Release 3.0 in more detail.

Federal Student Aid is pleased to announce the updated posting of the 2015-2016 SAR Comment Codes and Text reference guide. The 2015-2016 SAR Comment Codes and Text document is designed as a standalone guide, as well as a companion to the 2015-2016 Electronic Data Exchange (EDE) Technical Reference. This guide includes a description of changes to the comments for 2015-2016, and also provides the complete text for all 2015-2016 comments.

The July 2015 update contains the following revisions:
• Updated comment code 006.

• Replaced comment codes 275 to 280 with new text and guidance that references the new FSA ID instead of the Federal Student Aid PIN.
• Revised the Action Needed column for comment codes 111, 359, and 360 to provide more specific direction on the required resolution.
• Updated the hyperlinks referenced in comment codes 165 and 166 for the Child Welfare Information Gateway.

Federal Student Aid is pleased to announce the availability of the Reaffirmation Data Spreadsheet Submittal process, created to assist Federal Family Education Loan (FFEL) Program lenders and lender servicers with submitting and updating multiple reaffirmation records on the NSLDS Professional Access Web site. This process will allow for the creation of a spreadsheet containing reaffirmation data that can be linked to existing loans on NSLDS.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 15.0, a supplemental software product for Direct Loan participants. Release 15.0 contains functionality for the 2013-2014, 2014-2015, and 2015-2016 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 15.0 Cover Letter and the DL Tools Release 15.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

Federal Student Aid is pleased to announce the posting of a service release update for EDExpress for Windows 2014-2015, Release 3.0. This service release implements several enhancements to the William D. Ford Federal Direct Loan (Direct Loan) module for the 2014-2015 award cycle, including the ability to print an import edit report for the new Credit Status Response (CRCS15OP) for Direct PLUS and Grad PLUS loans and revisions to data edits for adjustments to Disbursement Date, Payment Period Start Date, and Loan Period Start/End Date values.

You should run the service release installation file (Express15r31.exe) on all PC workstations in your office that have EDExpress 2014-2015, Release 3.0 installed. If you do not process Direct Loan records using EDExpress 2014-2015, you can skip the installation of this service release.

Along with the Release 2.0 software, we have also posted the EDExpress 2015-2016, Release 2.0 Cover Letter and the EDExpress 2015-2016, Release 2.0 Desk Reference. The Release 2.0 Cover Letter describes enhancements to Pell Grant, TEACH Grant, Direct Loan, and EDExpress Common Origination and Disbursement (COD) functionality and other important information. The desk reference provides step-by-step guidance on Pell Grant, Direct Loan, and EDExpress COD functionality added in Release 2.0.

New versions of SAIG software are now available for download via FSADownload website. EDconnect 8.4 and TDClient 3.2.2 include upgrades to support IPv6 connections and file transfers. Please Note! This is not a mandatory install for users. Additionally, the TDCM website has been upgraded from using TOMCAT application server to JBOSS. Users will notice a new look and feel when navigating the website.

New versions of the Host Communications, TDCM and EDconnect Installation and User Guides can be found posted to FSADownload.

We have replaced the NSLDS Gainful Employment Spreadsheet Submittal Format (Excel file), originally posted to FSAdownload on February 13, 2015. We have adjusted the spreadsheet’s settings, allowing users to cut, copy, and paste if needed. No other changes have been made to the file.

We are pleased to announce the posting of the updated NSLDS Gainful Employment Spreadsheet Submittal Format. One of the methods that schools can use to submit gainful employment data and corrections to previously reported data, to the U.S. Department of Education (the Department) is using the NSLDS Professional Access Web site. The NSLDS Gainful Employment Spreadsheet Submittal Format is available to assist with the online upload process. The format is designed to be used with a columnar spreadsheet application and allows for a total file size limit up to 1,000 KB (1 MB) to be loaded at a time. Any file size over this limit will cause the spreadsheet to be rejected. File size varies depending on the version of software used. After the school adds gainful employment information to the spreadsheet, the school then uploads and transfers the data to the NSLDS Professional Access Web site.
